the 340s got the same setup as the hemi car,... werent the fenders even different for hemis and 340s?

Hemi received F-60x15 from the Factory. And all other E-Bodies got E-60x15 if ordered with a 15 inch wheel. Fun fact under 15% of E-Bodies were ever ordered with 15 inch wheels. (Except Hemis. 100% of all Hemi E-bodies came with 15 inch wheels)

I might be missing something in the question, but Ford did build 1969 Mach 1s with 428 SCJ and Drag Pack.

Unless you mean Mach 1 vs. Convertible? All Mach 1s were fastback (sportsroof).
