Does anyone know offhand at what E.T. or M.P.H. you need screw in valve stems for the rims? also open ended lug nuts are not required on street tires?

Used to be 120mph requires screw in valve stems. I got kicked out of LVD for not having them on my fronts about 10 years ago. I am not sure about the open vs closed lug nuts. I've always had open.
